CHANGES TO THE SEPTIC INSPECTION LAW:

As of July 1, 2006, new ADEQ rules require any person transferring a property served by an on-site wastewater treatment facility to have an inspection of the facility performed before the transfer of ownership. This requirement applies to any property served by:
A conventional septic tank system, or An alternative on-site system used instead of a conventional system.
This is a change from the original ADEQ inspection program, which required only newer systems to be inspected at the time of property transfer.

TO SUMMARIZE THE NEW PROGRAM, ALL ON-SITE SYSTEMS, REGARDLESS OF THE DATE OF CONSTRUCTION, MUST BE INSPECTED WHEN OWNERSIP OF THE PROPERTY CHANGES.

EMERGENCY Environmental Septic Pumping Service Certified Septic Inspections are a FLAT RATE PRICE based upon the septic tank size.The quoted rate includes the following septic inspection services: 

  • locating the septic tank,Phoenix Septic Inspections
  • labor to dig down to the septic tank opening(s), 
  • pumping and disposal of all current seepage in the septic tank, 
  • cleaning and inspecting the interior of the septic tank and interior baffles/filters,
  • inspection of water flow from home to septic tank and from septic tank to effluent drainage area, 
  • instructions or education about the use of septic systems to participants,
  • back fill area where septic tank openings were dug up exposed as close to original as possible,
  • one year supply of Emergency Pumping Septic Bacteria additive,
  • completion of ADEQ Report of Inspection paperwork, partial completion of the Notice of Transfer of Ownership form (owner/buyer/escrow date will need to be added at the close of sale prior to filing the report) including a map of the septic tank location and septic drain field area if possible.  

All inspection paperwork is completed the next business day from the date of service and either emailed or faxed to a designated responsible party.Our Septic System Inspection technicians are certified by ADEQ to perform the required septic inspection for any home or commercial property that operates on a septic system. Requester(s) of the septic inspection are welcome to participate with the service technician to learn more about the septic system and the best preventative and maintenance needs and/or requirements. Septic Inspections for Current Homeowner

As written, by Arizona Law,
 the owner/seller is the responsible party for requesting a septic inspection. The way ADEQ has written their policies, it states that the owner/seller of the property must retain the inspector to obtain the proper septic inspection. However, in the day and age we live in and with the number of foreclosures, bank-owned homes and short sales, we are seeing more buyers ending up responsible for obtaining and paying for the inspection. The septic inspection has to be completed NO MORE THAN 6 MONTHS before the date of the property transfer.

The regulations of ADEQ state that the owner/seller must then provide the buyer/new owner with the completed ADEQ Report of Inspection form and any documents in the owner's possession relating to permitting, operation and maintenance of the on-site system.
The buyer/new owner is then responsible for the filing process. The filing process means that the buyer/new owner files appropriate Notice of Transfer paperwork with the County in which the home is located or with the State of Arizona by filing the transfer paperwork online. The filing fee is currently $50.
